Da es beim organisationsinternen Identifier keinen einheitlichen Namensraum gibt, ist hier die Angabe des type
-Codes "MR" (Medical Record Number) verpflichtend, um die PID einrichtungsübergreifend als solche erkennen zu können.
Jede Einrichtung muss für ihren Namensraum eine NamingSystem-URL festlegen.
